Yes, it is a good thing that the government tried to aid struggling pubs by providing some small relief, the problem which we often comment on is that these measures are always too little and not enough. It's all very well for the government to keep up appearances by showing that they are doing something but what is the point (other than the image) if it doesn't actually fix the problem.
It's a very basic form or relief given to a large number of pubs, some who may not even need the relief. Easy half measures and not thought out solutions to problems if you ask us.
