2026 Business Rates Revaluation

The 2026 Revaluation will update rateable values to reflect changes in the property market since the 2023 rating list, and it takes effect from 1 April 2026.

The VOA’s draft list statistics show an overall increase in total rateable value across England and Wales:

  • 2.13 million properties on the 2026 draft list (as at 16 November 2025)

  • Total rateable value rising from £70.8bn (2023 list) to £84.4bn (draft 2026 list)

  • That’s a 19.2% increase across England & Wales (England +19.4%, Wales +15.2%)

What’s Changing?

Multiplier Reform (England)

From April 2026, government policy is moving to tiered multipliers, including:

  • Lower multipliers intended for Retail, Hospitality & Leisure (RHL) properties below £500,000 RV

  • A higher multiplier for properties £500,000 RV and above (a small share of properties, but many larger assets)

New Rateable Values Based on 1 April 2024 Market Conditions

From 1 April 2026, all commercial properties in England and Wales will receive a new Rateable Value (RV) based on rental values as at 1 April 2024. Since the last revaluation, we’ve seen:

  • Major rental growth in industrial and logistics

  • Divergence between prime and secondary offices

  • Ongoing structural shifts across retail and hospitality
