Tesco bids to save the high street

The campaign by Tesco Chief, Dave Lewis, for a 20% reduction in business rates, paid for by a new 2% online sales tax, is a viable and interesting proposal. Unlike a simple sales tax for the likes of Amazon, Mr Lewis's proposals would use the revenue to boost the high street, at a time of over 10% drop in footfall.
